Introduction |
During the year 1954, the Agriculture Department initiated a Project for “Reclamation and Development of Land and Provision of Machinery for augmenting irrigation water supplies in N.W.F.P”. This project subsequently led to the creation of Agricultural Engineering Organization initially as part of the Agricultural Extension activities and later on as an independent department with its own head, designated as Director, Agricultural Engineering in 1974. The department was however reduced to the status of Cell during restructuring process of 2000-01 and 2001-02. The Cell has at present a total staff of 168 persons in different categories from BPS-19 to BPS-1

Objectives |
The objectives of Soil Conservation are to help the farming community in:
Protecting their lands from soil erosion by water and wind.
Conserving rainfall water to exploit the same for raising crops. |
Functions
|
The Provincial Cell of Agricultural Engineering has the following major functions:-
- Reclamation and development of Cultureable waste land for improving its productivity (through rental operation of bulldozers).
- Augmentation of irrigation water supplies by sinking privately owned irrigation tube-wells (through rental operation of drilling rigs).
It addition however, it also provides free of cost technical advice to the farmers on:-
- Maintenance and operation of tractors, implements and other farm machinery.
- Maintenance and operation of privately owned irrigation tube-wells.
At present, these services are available on a limited scale at D.I.Khan and Peshawar only. In the near future, the Agricultural Engineering facilities will be provided to the farmers in Bannu, Swat and Mansehra districts also.
Both Soil and Water are conserved through various soil conservation structure/practices, e.g. construction of:
- Protection Spurs
- Protection Bunds
- Spillways
- Check dams
- Water Inlets/Outlets
- Water Pond
- Terracing and Contour Farming Afforestation, Vegetation.
Besides the above, free of cost advisory services are provided to the needy farmers about soil conservation and water-harvesting. The above structures are carried out on 50-50 cost sharing basis between the land-owner and the department.

Developmental Projects

The Agricultural Engineering Cell has included the following schemes in the ADP 2005-06
Procurement of 100 bulldozers for Reclamation of land.
Under the scheme 15% of the total cost i.e. Rs.150.00 Million shall be borne by the Provincial Government. The Chief Minister, NWFP has already approved proposal of Agri: Department for provision of required funds, whereas the Federal Government is actively processing the Tenders for procurement of bulldozers.
Strengthening of Agricultural Engineering Workshops in NWFP.
The total estimated cost of the scheme is Rs.22.000 Million out of which an amount of Rs.20.000 Million shall be arranged from Foreign Assistance /grant.
The PDWP has already cleared the concept of the scheme.

Soil Conservation
|
Before the dismemberment of One Unit in 1970, Soil Conservation Wing of Agriculture Department was functioning on West Pakistan level and was headed by the Director Soil and Water Conservation, Rawalpindi, West Pakistan. After the dismemberment of One Unit, Soil and Water Conservation Wing was headed by the Assistant Director Soil Conservation N-W.F.P., Peshawar under the financial and administrative control of Director Agriculture (Extension), N.-W.F.P., Peshawar.
In 1978, the Government of N-W.F.P., upgraded the post of Assistant Director Soil Conservation (BPS 17) to the post of Deputy Director Soil Conservation (BPS 18) as the controlling officer of the organization under the administrative department of Agriculture.
In the beginning, Soil and Water Conservation activities were mostly confined to demonstration in the districts of Abbottabad, D.I.Khan, Kohat and Peshawar. Later on Soil and Water Conservation activities were expanded on developmental side with the following two Schemes sanctioned in 1980-81 and 1986-87 respectively:
- Soil and Water Conservation Scheme in the Barani Areas of Southern Districts of N.-W.F.P. (Karak, Bannu, and D.I.Khan).
- Soil and Water Conservation Scheme in Central and Northern Districts of N-W.F.P. (Peshawar, Mardan, Swat, Dir, and Mansehra).
As such the following district level offices of Soil Conservation were established from time to time:-

Alike to the other wings of Agriculture Department, the above mentioned Offices have been devolved to District Governments with effect from July 1, 2001. Office of the Deputy Director Soil Conservation is, however, still functioning under the Provincial Government of NWFP. |
