Higher Education Regulatory Authority (HERA)
















Aims and Objectives of HERA

The Education Sector has recently shown an unrestrained growth and lack of discipline. It is therefore necessary that stringent criteria for both public and Private Sectors may be prescribed to bring in the much needed order for improving the quality of Higher Education:

It is realized that Public Sector alone is unable to cope with the surging demand of Higher Education from the student community and there is a need to encourage the private sector. However to put a check on the unbridled growth of institutions imparting Higher Education in the Private Sector and to regulate the functioning of such institutions, the Government of N.W.F.P has promulgated the Law through an Ordinance called “ The North West Frontier Province Registration and Functioning of Private Educational Institutions Ordinance 2001 Titled NWFP Ordinance No: XXVII of 2001 dated 15/10/2001”.

To streamline, supervise and regulate the functioning of the Private Educational   Institutions in the N.W.F.P. and

To have exclusive jurisdiction in respect of registration of private Universities, Degree    and Professional Colleges and in respect of matters relating to disputes arising between    the Government and registered institutions.

To perform such other functions as specified in the said Ordinance.

To take action on the guidelines issued from time to time by Higher Education    Commission and the Government”.

Higher Education Regulatory Authority registers those freshly established institutions who apply for registration. The certificate of Registration is issued only after the institution fulfills the academic, administrative and other institutional requirements prescribed by the Authority. The institutions so registered can then apply for affiliation to a University in whose jurisdiction it is functioning. The university is not supposed to affiliate an institution unless it is registered by Higher Education Regulatory Authority (H.E.R.A).

Under the ensuing law, all institutions imparting Higher Education in the private sector are required to get registration with the Authority prior to affiliation with public university in the jurisdiction of which these institutions/Colleges are situated. Institution affiliated tovarious universities in Public Sector prior to promulgation of the Ordinance are also required to get registered with Higher Education Regulatory Authority (H.E.R.A).

Notwithstanding the repeal of the West Pakistan Registration of Un-recognized Educational Institutions (w.p. No. XI 1962) under section-28 of the ibid ordinance, all educational institutions registered thereunder shall be deemed to have been registered under ordinance No. XXVII of 2001 on the same terms and conditions as determined or may be determined for registration of a corresponding educational institution under this ordinance.
