ADP scheme No-40119-Strengtening of verification Services and capacity building of the Weight and Measures cell, (Phase-I).

In order to acquire necessary standard equipment , mobile Laboratory units and to establish Standard Laboratory on Provincial Level and verification/calibration Centers on Regional Level (District), a developmental scheme under the title: strengthening of verification services and capacity building of the weights and Measures Cell(in three Phases) was prepared and submitted to Planning & Developing department through our Administrative Deptt: placing the urgent requirement (i.e.) Mobile CNG Verification units, standard equipments ( of OIML specification) for verification of POL pumps etc.. in Phase I of the scheme.

The ADP scheme No.40119- strengthening of verification services and capacity building of the Weights and Measures cell (Phase-I) is a two year project for the financial year 2004-05 and 2005-06 and will be completed on 30.06.2005. This scheme was approved by the competent forum departmental developmental working party (DDWP) on 25.11.2004 at a total cost of Rs.5.659 million. Besides approving purchase of equipments, five vehicles and two computers, five posts of Drivers for vehicles were approved. The Finance Department had separately also given clearance of vehicles and Drivers.

During 2004-05, Rs. 2.306 has been spent on purchase of vehicles and some equipment for mobile Laboratory units and computers. The real amount of Rs.3.353m will spent on purchase of remaining equipments and payment on a/o pay and allowances to drivers during the year, 2005-06.

 Elimination of Child Labour

The Federal Government established a fund namely Fund for Education of Working Children and Rehabilitation of Freed Bonded Laborers with seed money of Rs.100 million and also asked the provincial Governments to contribute to the said fund. Government of NWFP took the lead not only in implementation of the National Policy and Plan of Action but also contributed to the fund a handsome amount of Rs.2 (Two) million, which depicts the concern of the Provincial Government towards children. Directorate of Industries Commerce and Labour Government of NWFP submitted a proposal for establishment of Legal Aid Services Unit (LASU) for extending legal aid to Laborers entangled in bonded labour. The said proposal was well received by the Federal Govt and agreed to finance LASU. LASU is under establishment. As its name show, it will extend legal help to the laborers in bondage/debt bondage and help in their rehabilitation. For the implementation of National Policy and plan Action as a first step the Provincial Govt. Set up a Child Labour Cell in the Directorate of Industries, Commerce and Labour. The inspection staff of the Directorate was mobilized/ trained on the issue. The Directorate is also working of awareness rising in the community. On the other hand the Govt: has started distributing free books which will encourage people to send their children to schools instead of workplaces. Furthermore, the present Govt; has also introduced Evening Schools for working children which will provide a chance to the institute to avail the chance of education. These schools will not only help in educating the disadvantage segment of the society but also in eradicating child labour.

It is hoped that these efforts of the Provincial Govt will go along way in rectifying the social problems of child labour and bonded labour.

• Construction of Building for Chamber of Commerce Bannu
  
  The Chief Minister directive with respect to construction of Building for Bunnu Chamber of Commerce under the special Package Initiative for Development of NWFP received vide Research Officer Industries Department letter endst.No. AEA (Ind)/1-46 dt. November, 2004 dated December, 13, 2004 for total cost of Rs.1.414 Million. Construction of the building was completed on 30.06.2005.
