Directorate
of Industries, Commerce & Labour

Before
the Restructuring of Government Departments,
there was a full–fledged Directorate
of Labor Welfare. After separation of
the Mineral Development Wing, the Directorate
of Industries was left with regulatory
and promotional work to implement the
investment and trade policies. Similarly,
the Directorate of Labor was aimed to
look after the welfare of employed persons
in industrial and commercial establishments
through labor laws. Having directly
dependent on the activities of each
other, the Provincial Government merged
both with the Directorates into one
Directorate of Industries, Commerce
and Labor w.r.f.31st August 2001.[

Directorate
General Of Mines & Minerals |

Prior
to restructuring of Government Departments,
there were three organizations dealing
with the mineral activities in the province
i.e. (i) Licensing Division of Directorate
of Industries & Mineral Development;
(ii) Exploration Division of Sarhad
Development Authority and (iii) Inspectorate
of Mine. As per Chief Executive of Pakistan
directive and keeping in view the activities
of these organizations, all these department
were integrated into one Directorate
General of Mines and minerals on 18th
August 2001 to implement the National
Mineral Policy 1995 and to provide one
window facility. The integration process
was completed by November 2001.[

Sarhad
Development Authority |
| |
The
Sarhad Development Authority came into
being through an Act of 1972 of the
NWFP Provincial Assembly with objectives
of planning, promotion, organizing and
implementing programmes for the establishment
of industries and exploration, development
& exploitation of minerals and mines
as commercial ventures in the Province.
During the process of restructuring
the Mineral Exploration Wing of SDA
was separated and clubbed with Directorate
General Mines & Minerals.

Small
Industries Development Board |

SIDB
was established through an Act of 1972
for promotion and development of small
scale and cottage industries in the
Province. The SIDB has restructured
its activities and decentralized most
of function. The restructuring has been
made in the Headquarter as well as allied
projects. In the HQ office 145 employees
have been given Golden Hand Shake worth
Rs.79.946 million. Due to restructuring,
the efficiency of all the Directorate
each section has been improved. Moreover
the expenditure on non-development activities
has also been reduced from Rs. 20.00
million to Rs.8.00 million with a net
saving of Rs.12.00 million per annum.

Directorate
of Technical Education & Manpower
Training |

The
Directorate of Technical Education was
an attached department of Education
Department of NWFP. The Provincial Government
vide Notification No. SO (O&M) S&GAD/8-1/2001
dated 10.5.2001 has transferred the
said Directorate from Education Department
to Industries Department. Keeping in
view the similar activities of the Directorate
of Technical Education and Directorate
of Manpower & Training, both the
Directorates have been merged and re-designed
as Directorate of Technical Education
and Manpower Training NWFP. The functions
of the Directorate are as under:[

Employees
Social Security Institution |

The
Employees Social Security Institution
was promulgated in 1965 to introduce
a scheme of Social Security for providing
medical Care and different cash benefits
of long and short terms to certain employees
and their dependants in the event of
sickness, maternity, employment injury
and death. The benefits admissible under
the scheme are as under:
a) Medical Care
b) Cash Benefits
The ESSI is also responsible for revenue
collection for its own organization
as well as for the Workers Children
Education Board.[

Workers
Welfare Board |

In
order to provide justice and resolve
labor disputes, there are three Labor
Courts in the Province at Peshawar,
Mardan and Haripur functioning under
the control of judicial officers called
Presiding Officer, Labor Court. These
Courts also assist the department in
recovery of various provincial cess/duties/taxes
etc from industrial units and also contribute
towards revenue generation in the form
of fines etc. Labor Appellate Tribunal
has recently been abolished and now
the appeals lie with the Peshawar High
Court.

& Printing Department |

Printing
Press was established in 1902 with the
aim to meet the requirements of the
Chief Commissioner and few other important
offices at Peshawar. Main functions
of the Stationery & Printing Press
are as under:
a. Printing of Provincial Budget.
b. Printing of Provincial Annual Development
Program.
c. Printing of Government Gazette Notifications.
d. Printing Rules & Regulations.
e. Printing work of Provincial Assembly.[

Labor
Courts |

Workers
Welfare Board was established under
Section 11(A) of the Workers Welfare
Funds Ordinance, 1971 in order to provide
residential and educational facilities
as well as other welfare measures including
Jehez Fund for the marriage of the daughters
of workers, merit scholarships to deserving
children of industrial labor, distribution
of sewing machines and bicycles. The
main functions of the Board are:
Construction of residential colonies/houses/flats
for the industrial labor,. Construction
of schools for the children of industrial
labor.[
