Interviews.

(1) Ordinarily all candidates selected for interview shall appear in person before the Commission. The candidates from abroad may, however, be considered on paper qualifications, provided they possess distinctly higher qualifications than the minimum prescribed for the post and the credentials of such person are known either to the Departmental Representative / Subject Expert.
(2) When a near relative of the Chairman or a Member, is being interviewed he shall not be present during the interview of such candidates.
(3) An application for a change in the date of interview received from a candidate before such date shall be decided by the Member Incharge on merit. However, a candidate who absents himself without submitting such an application shall, unless good reasons are shown to the satisfaction of the Commission, be marked absent.
(4) Member and Advisors shall record their marking independently. When all the candidates called for a particular date have been interviewed, the Commission shall determine the final grades of the candidates based on the assessment of the Advisors and the Member of the Commission. In case a unanimous decision cannot be taken, the majority decision of the Members will prevail. In the event of a tie, the Panel Chairman will exercise a casting vote.
