Organizational Setup
The Population Welfare Department
consists of 02 tiers.
Administrative
Setup
Provincial
Level
The Population Welfare Department is headed
by an administrative Secretary with Support
staff, and funded from the Provincial budget.
The Provincial Directorate of Population Welfare
Department is headed by Director General and
assisted by Support Staff. The fund is furnished
by Ministry of Population Welfare (MoPW) through
Provincial Government & AG Office. The
function of Provincial Headquarter is the
implementation of the program, monitoring,
financial management, submission of reports
to MoPW, coordination with other Departments
& supervision of the programme activities.
District
Level
The district set-up provides
support to the Provincial hierarchy with responsibility
of implementing, supervising and coordinating
the work of all programme and non-programme
service delivery network and the private sector,
provide logistic and contraceptive support
to all centers etc. In NWFP there are 24 Revenue
districts are functioning. Each program district
has a District Population Welfare Officer
with supporting staff.
Tehsil
Level
Tehsil Office is out of the
district headquarter. A Tehsil office is headed
by a Tehsil Population Welfare Officer and
supported by 3 staff members. The unit is
being functioned as a focal point in Tehsil
to channelize FP/RH services at gross-root
level and provide feed-back to the district.
The existing Tehsil setup is 18 in the province.
The No. of Tehsils has been expanded from
18 to 31 in the current five year plan.
Service Delivery Setup:-
In the population welfare program,
service delivery being the core component
of the Program, plays a vital role to facilitate
the community. The family planning/reproductive
health services are being provided through
a net-work of the facilities i.e. static/extension
services. For population stabilization, reduction
in growth rate/unmet need and to increase
the contraceptive prevalence rate, there is
need that the services are improved and reach
the far flung remote population, particularly
in the rural areas.
RHSCs-A:-
These are of two types. The A-type
centre is established by the Population Welfare
Department itself. There are 14 Nos. of RHSCs-A
functional throughout the province.
Functions:-
- Provision of Family Planning/reproductive
health services.
- Gyn/OBs, training of technical staff/doctors
of other Line Departments as well as of
NGOs.
- Treatment of infertility
RHSCs-B:-
In addition to RHSC-As, the
Population Welfare Department engages Medical
officers in the Government hospitals up to
Tehsil level of Health Department and NGOs
& private sectors.
Mobile Service Unit:-
An MSU Covers a Population of 30,000
in rural areas and services are provided through
holding of extension camps for delivery of
the Family Planning Services at the doorstep.
Presently there are 19 MSUs functioning in
the province while 11 more such units will
be operational by the end of current financial
year 2004-05.

F.W Centers
During the last financial
year 2003-04 108 No. of FW-Centers has been
established throughout the province for which
540 posts from BPS-1 to 11 have been sanctioned.
Each FWC covers a population of 6,000 to 10,000.
Functions
- Provision of Family Planning Services.
- Maternal & child heath care services.
- Diagnostic services (for hemoglobin,
blood pressure & urine test).
- Treatment of minor ailments.
Male
Mobilizers
Being a male dominant society
this component has been introduced to cater
to the needs of male segment of society. At
present there are 365 Male Mobilizers throughout
the province.
Functions
- Registration of eligible couples for
family planning/Reproductive Health Services.
- Motivation and supply of contraceptive
to the clients.
- Follow-up and referrals
PLDs
In addition to above the
outlets of Provincial line departments are
also mobilized for provision of F.P services.
The WMOs/Paramedics of the Line Department
(Health, Social Welfare) are providing FP/
RH services. These WMOs/Paramedics of provincial
line departments are given short training
in FP/ RH. Services in the Regional Training
Institutes of Population Welfare Department.

Doctors, hakeems and homeopaths are
identified, given short training courses and
register for provision of Family Planning
services by the department.

In order to promote the objective of Population
Welfare Program vibrant communication
strategy has been pursued to translate
plans into action and swiftly attain the
objective of Population Stabilization.
